To build a wireless RS232 system...

I want to design a RF modem basically. It will take serial data and transmit the data through a walkie talkie with RF...how do i do this? i've been looking at RS232 transceivers...but that just looks like it takes TTL level and increases the voltage to RS232 levels...i'm confused...

Perhaps Highly Technical would be a better place for this.

you are looking for a serial wireless modem. and they cost about $200 and more.

I was planning to putting something together without a packet radio adapter, those things with the serial modems are very very expensive.

Bluetooth has a built in serial port that seems to be easy to configure.

How fast does it need to be? Check Linx Technologies. They have easy to use RF modules that take care of the wireless part...just need some level converters to make it all work.
