2 7 offsuit is the worst starting hand in Hold'em. No chance of straight or flush draw.

Heads up, or full ring? In a full ring, 27 is worse since one pair will almost never win it, while two pair or better will win or lose regardless of whether it is 27 or 23. A straight will win a sizeable percentage of the time, which obviously favors the 23. Heads up, high card wins a reasonable amount of time, so 27 would be preferable to 23, although still far from a good hand.

I'd fold a 2 7 right away unless I was big blind. Same goes for the 2 3, depending on how my money is going. If you're suited with the 2 3, it's a little better, but... still nothing to depend on.

there's been times I've folded 72o and then the flop came 2 2 7. But like everyone else says, it's the weakest hand, and I'll almost always fold it. Chris Ferguson, on the other hand, will raise with 72o and nothing on the board :D

I almost never play 2-3. Sometimes if I have a lot of chips I'll play 2-7 if betting doesn't go over the big blind. I've just been burned too many times on an A-4-5 straight when someone had a 6.
