TO a certain date.. do you include the date?

for instance, someone says move it up to 12/30

do you include 12/30 into it? or is it to end of 12/29

just curious how it's understood

Anyways, if you say "Before" 12/30 then I have up until the 29th... if you say pretty much anything else that isn't a synonym for "Before" I have until the 30th. By is not a synonym for before so I'll take my sweet fucking time and get to it about 1 hour before close of business on the 30th.
