Tnt & WinMe fps problem?

I have a Epox 8KTA motherboard (latest BIOS), 128 ram, Duron 600 and Hercules Riva Tnt 16 mb video card. While playing Counterstrike under Win98, fps average 65-70. I just put in another hard drive with WinMe to try it out. FPS are between 8-37. I have updated WinMe, have DirectX8, latest Via chipset drivers and have try 4 different drivers from nVidia (including the latest) and 3 from Hercules for the card with no success of better frame rates. Any suggestions on how to pick up the fps? Is this possibly a compatibility issue with Tnt cards and WinMe? Thanks!
