TMPGEnc dialog boxes appear off screen

I am running Windows 2000 and when the video utility TMPGEnc opens dialog boxes, they appear at the bottom of my screen. I have to grab it by the title bar and drag it up to the center so I can see the dialog box. I searched the TMPGEnc website and dvdrhelp.com forums. No one seems to have the same problem.

Has anyone here seen anything like this? What causes it? What was the solution?
