tmpeg like software for avi?

Looking for a program that can match tmpegs features (specifically the merge and cut) for avi's. Switched to using mpeg4 from mmc for recording shows and tmpegs features were really nice for removing commercials quickly, anyway to do the same (i.e. type in times, and cut out sections of the video)? I know it can be done using virtual dub if I want to input the frames but that is a bit more time consuming then just moving second by second like tmpeg. Also have seen easy video splitter, but it gives far less control as you basically have to time hitting the start/stop section buttons perfectly, and even if you pause video and move the accuracy changes based on length of video so on a 30 second clip you might be able to cut a 10th of a second but on a 30 minute one you would be lucky to get within 2 seconds. Any suggestions would be appreciated.
