I currently ended my verizon contract with the Adverse Charge trick, and i need a pre pay cell phone service. I want tmobile pay as you , but i already have a phone. Can i still get prepay ? Is it based on Simcards? Or does it have to be a specific pre pay phone?

Sure you can get prepay. Doesn't matter if you have another phone, you are prepaying anyway. Sims card, yes. You choose one of their phones. I got a Nokia 6800, with a $50.00 rebate.

This plans works for me, since I do not use it much. I have only refilled my minutes once since I bought it in late May.

If you already have a phone that supports the t-mobile sim (or is unlocked) then you don't need to buy a phone. If you don't already have one, call t-mobile and ASK what phones are free with prepaid service. Don't expect much. It's prepaid, not postpaid. t-mobile loses $400 on average for every new customer. Don't think they're going to just give you a free phone that's worth more than a few bucks for prepaid since they're losing that kind of money to get you in the door.
