Windows 7 Media Center is fantastic (MUCH beter than XP or Vista). Been using as my DVR for a while now.

If you want HD, you can get an OTA tuner or now a Cable Card Tuner such as Ceton (internal 4 tuner) or soon to be released HDHomerun Prime (3 tuner, networked). I'm going with two of the HDHomerun Primes myself and will build 2-3 HTPCs to watch from.

I had a Tivo Series 3 until a couple of years ago when I simply stopped watching live tv altogether. It worked great in combination with cable, and I had no complaints once it was up and running (cable company had a couple of bad cablecards).
