TiVO for Music

In talking with a teacher of mine, he brought up the fact (knowing I do a ot with my computer) that he found a device that acts like TiVO for FM stations.

He said that it was an FM tuner that would record songs when they were played over the radio.

I assume it does this by searching for titles that are sent with the FM broadcast. The ones that display the name and artist, like on your car radio?

Has anybody else heard about this thing?

*He also said it "just plugged in" (so I assume USB) and was "about $40"

Does this seem like a good idea (to buy), and is it legal?
 
I'd rather have the Napster.com $15/month plan, they give you a free flash player with a 3-month agreement.

192 kbps WMA sounds a lot better than FM radio.
