If a child is allowed to grow up without learning that there are consequences for her actions, then she never learn to make the right decisions.
And what's up with her 21 year-old boyfriend? In the US, a 21 year-old to 13 year-old ratio automatically means statutory rape and 5 years in a poundmeintheass prison. And for an adult to take a minor who has not yet reached the age of consent away from her parents and across state (or in this case, province, all the way to Ontario) lines for sexual purposes is felony kidnapping and another 5 to 10, but this time in a federal prison (not just some puny court order to stay away from girls under 16, that he obviously violates on a regular basis).
All of that would be an open and shut case down here and the only headlines would be about the boyfriend's trial, not some biased BS story about the "rights" and stupidity of the 13 year old girl who got herself knocked up.
So yeah, at first glance, I would say the problem is Canada.
