This is true, but I would think that these costs are less than the labor costs of a waiter/waitress, and the cost of the water and dish washing services, etc.

Labor costs of a waiter/waitress are pretty minimal... in most states they ~$2 an hour, so if a waiter covers 4 tables that's $.50 a table.

Labor cost in restaurants is subsidized by customer tips.

Never ever tip on a take out order, unless you're a sucker who likes to be parted with your money for no reason.
