Tipping/Delivery Charge

Do you subtract the delivery charge from the amount of tip you'd normally leave? I'm not talking about a local place more like a national pizza chain.
 
I always pay $4. If the place charges $2 or more I usually don't even bother because I know I'll end up stiffing the driver.
 
They don't really have delivery charges around here, I normally tip 10-15% depending on speed and how many times a week I see that delivery person.
 
My friend is a delivery driver.

Less than a $1 - your food gets spit in next time
$1 or $2 - You're on the end of the run next time
$3 - Nothing to remember, but no damage done
Greater than $4 - You're put at the first of the run next time

He has strict rules.
 
I used to tip 15% when I ordered Thai food delivery. One time the dude came within 15 minutes of me ordering (usually takes 40 minutes even though the place is 4 long blocks away) so I gave him 30% tip. I guess the driver was very happy with that, and now everytime I order in or eat at the restaurant, the owner always greets me and I get free appetizers and dessert -- which I accept graciously and give 30% tip everytime.
