It's just an ingrown nail that has gotten infected. It happens to me sometimes, but it always goes away in a couple days.
 
If you trim or "pick" on the cuticle-skin that grow around the nail there and it cuts into the skin or whatever, it'll get not infected, but it will swell like you have and it will fill with puss, which is causing the swelling and the pain because of the pressure. Just pop it by pressing in that area (it will hurt), or soak in warm-hot water. It could be an ingrown like Bv3 stated, but i get these sometimes when i decide to pick at the skin instead of using nail clippers to trim it.
