Timer Interrupt Error - What does it mean?

I am trying to help out my dad, who has a Toshiba notebook computer. He was using it, and all of the sudden the computer hung, (ctrl+alt+dlt didn't reboot it) we had to pull the battery, and the plug in order to have the computer shut down. When we restarted it, the only thing that it said on the screen was "Time Interrupt Error". My question is what has to be done to fix this? What hardware is broken? What conflict is causing this problem?

Is this in Windows?

By the way, it should turn off in a freeze if you hold down the power button.
