Time Zone incorrect

I live in Japan which is GMT +9. Neither GMT nor Japan adjust for daylight savings so this time offset is the same year round. I have my profile set for GMT +9, but the forum time stamps are showing GMT +10. I think the forum must be basing time on a time zone that sets the clock ahead for daylight savings rather than on GMT.
 
time zones are not the deciders on daylight saving times. Various federal and provincial/state or even municipal governments are the organizations that decide whether to follow daylight savings time or not. My timezone MST in North America has at least 1 province and 1 american state that does not follow DST but many towns along borders make up their own mind.

Windows have settings that allow you to decide if you want to follow DST or not - check you date time settings to make sure you did not click the option

And what do those windows settings have to do with the time the forum is reporting to this user?
 
I guess this issue must not be of importance to the Forum Moderators. I understand that most users are in the U.S. and Europe where daylight savings is a common practice (I think there are only two states that do not adjust their clock but I may be wrong). It just seems like it would be very easy to have the times zones on the server represent their offset to GMT and have an option available for daylight savings. Even Microsoft has this in their rudimentary date/time program.
 
Profile determines which time zone you are choosing to operate in.

It may be that there is not adjustment taken for lack of DST iwthin the time one you are using.
