What's the best way to setup a Windows Server 2003 domain controller so that it will synchronize its time to an Internet time server? I also want to have the XP Pro machines in the domain synchronize their time to the domain controller's time.

net time /setsntp:time.server.here

replace time.server.here with the ip or dns name of the timeservice you wish to use. you can use mulitple servers seperated by a commma

To add to that, the members of the domain (XP boxes) will sync their time to the domain controller without any configuration. Do NOT run the net time /setsntp: command on a member server or workstation. You only need to run this command on the PDC emulator in the root domain of the forest.

you can use the time.windows.com or the National Science Foundations NTP Nuclear Clocks.. to update time.
