Pick and choose bits and pieces from any OS, then your hardware, then carrier...
For me:
OS
1.) Web OS browser
2.) Android app store in 2 years with search that works well
3.) iPhone like interface with folders, widgets
4.) Multitasking
5.) Tethering built in
6.) Alternatively, just allow Cyanogen & the devs to have access to the R&D & budgets of the major handset makers/Google's resources...
Hardware:
1.) 4.5-5 inch screen Super OLED
2.) Candy bar Evo like form factor
3.) 24 hour's worth of battery (minimum)
4.) Physical keyboard 5 rows with D Pad
5.) dual CPU's
6) Dock with HDMI out, USB keyboard compatable, USB mouse compatible (or Bluetooth), USB portable HD compatible
Carrier:
1.) LTE or whatever, federally mandated compatible RF for data & voice so you could switch carriers.
2.) Standardized tethering via WiFi
(or if Google would just buy Sprint or TMobile and not be afraid to shake up the other carriers)
