I've been waiting for the nforce 4 boards, but I noticed where I live that s939 cpu's are ridiculously priced and I have yet to see availibility of 6600GT's which makes me wonder that when the nforce4 boards appear overseas its will be a while longer before I see one over here.

I have however checked out quotes for s754 boards which are significantly cheaper than a s939 system and I was wondering whether I should get a new pc based on it and put in a 6800GT? Is s754's lack of dual-channel an issue? I'd probably go for the 3400+.

Is s754 a good choice on budget, or are the benefits of s939 worth the price for a budget-conscious system?

yes the 754 is a good choice for a budget . as far as the new n4 i think im going to wait a little while to see what issues pop up.
and to see the real world performance gains .

What sort of system are you looking to build?

IMO, right now, the S754 route is the best bang for the buck option right now. IMO, the board choice is better with the S754 and no NF4 boards to be seen yet, and the later "CG" Newcastle cores seem to overclock well.

You could go with something like the 3000+ and a Chaintech VNF3-250, or spend a little more on the DFI, or even go for the Soltek. Most of the later 3000+'s will overclock to the 2.2-2.3Ghz level without raising the voltage, and some even go up to 2.4-2.5ghz. The money you save could be put to better use with a nicer video card. A 6800GT/NF3-250 setup would be plenty fast or anything you throw at it IMO.

I wouldn't buy a s754 honestly, unless I got a great deal from soneone who was moving to a s939 and wanted to ditch their cpu and mobo for cheap. There will be lots of guys/gals doing just that .
The cash you put into lowering the cpu heat will make it even with s939 and the better s754(DFI) mobos aren't really cheap right now.
I'd wait and buy the nf4 boards without SLI which will be reasonably priced and a nice s939 90nm cpu.
The tests today showed the dual vid cards on the gigabyte version of the nf4 marginally upgraded fps. Not worth the investment IMHO.

Mobo's are often the largest determining factor in being able to upgrade.

The DFI is only $99 now, and the Chaintech is $71.
