Technically, neither. ;)

But since that's not an option, Ti4200. The neutered memory bus of the 9600SE means it'll start choking hard, even though it's a "generation ahead" of the Ti.

I had the GeForce4 Ti4200 64MB for many years before I made the move to the ATi 9800 Pro, and that is only because it was on SALE.

The GeForce4 Ti4200 64MB was flawless and got great reviews. I know it has been recommended as the budget card like a year ago. I say GeForce4 Ti4200 is awesome card.
