I was wondering if the prevailing opinion was that the CPU was underpowered for that GPU?

You could always overclock the cpu to 900MHz on a 100MHz fsb setting. A good cpu cooler and a little extra core voltage will get the job done. If your motherboard doesn't support cpu core voltage adjustments you could always use the vid pin mod for a coppermine celeron to get 1.9v. While you will still be slightly cpu challenged for your video card, it will make a huge difference.
