Thunderbolt 3 on AMD X399 Threadripper platform?

With Intel opening up TB3 to others (like AMD) in 2018, I believe there's work being done by manufacturer's of motherboards to provide TB3 offerings maybe later this year. One problem they're running into is resolving some issue related to Display Port 1.4, based on what I read.

My question is: Does anyone know if TB3 enabling will absolutely require a TB3 header on the motherboard? Or will they be able to add this support solely through an ADD-ON PCI-e card?

I have a ASROCK TAICHI X399 board and it'd be nice to be able to just put in an ADD-ON card in the future to get TB3 support.

There's only 1 X399 motherboard that is said to have the TB3 header, and that is a Gigabyte X399 Designare EX board. But I read at least one report that a user who purchased one could not find such a port on theirs.

Could someone set the record straight about what's required for TB3 on existing X399 boards based on the proposed open standard?
