Thunderbird as restricted user

We've created an image using Ghost, which works fine except for one thing - standard users in XP Pro cannot set Thunderbird as their default email client. It reports that they do not have access to the nec registry keys. I gave authenticated users all but delete perms to HKLM Software, and HKCR, and although the error has disappeared, TB still doesn't keep the default mail option checked when it is set.

If I give users Full Control over the keys, it seems to work - what is the diff between full control and not having delete permissions, unless TB is trying to remove a key?
