Throwing a build together for a friend, need advice

I'm building an extreme budget build for a friend. He has to buy each part weekly, and this week we managed to pick up 2 x1950 pros for $60. I'm looking for a processor to match up with these two cards and I was thinking of the x2 250. Would that processor be over or underkill for 2 x1950s? I know the cards are old so lets not even bash them, just keep to the topic. Is the x2 250 a good match for the two cards? Or should he choose something else? Remember this is a budget build.

The 1950's are as fast as a 4670 but please do not use an Amd Dual core. Total waste IMO. If going Amd go with a nice Rana or an E3200 setup as they can hit 4Ghz EASILY. The more clock speed the better for Xfire cards

The only thing I'm really worried about is his budget. He really cannot afford more than $70 per part in theory. I was looking at the e3200 and I thought that it would be a sick overclocker. I could find an old ip35-pro for sub $70 and drop it in there (I like Abit boards).
