THrottling bandwidth in 2k?

Is there any way to limit the bandwidth available/used on a 2k machine?

that would be network bandwidth....say I want to divy up the available bandwidth from my dsl line to a couple of computers. That is to say each one ONLY gets 50% of the available bandwidth. Any proggy or setting to do this?

I know linux can do it I don't know of any services for Win2k, although I have searched in the past. If you do find a prog, let me know.
