Three Computers Do Not recognize two different USB Hard Drives

I've triued two different drives (My IRiver PMP-120 and a WD External HDD) on three different computers plus a fresh install of windows on one of them and they still give me this error.

The drives do not show up under drive managment.

Any help is appreciated.
 
They worked before, the WD is a factory external, all my others USB devices work (Mouse, Printer), and scanning for hardware changes did nothing.
