AMD announced earlier this year that PCIe 4.0 support would be coming to some select AM4 boards of earlier generations. If that is indeed true, then I see no reason why x399 would also not receive similar updates. Sadly, I have not seen anything specific in that area.
This is kinda confused wording. Threadripper 2990WX will never support PCIe 4.0, Threadripper 3xxx will. Whether x399 mainboards will support PCIe 4.0 with a Threadripper 3xxx chip (or whether x399 mainboards can support Threadripper 3xxx chips at all) has not been announced yet.
