I've gotten some useful info from a few people here...

my current setup is loud, and includes an enermax whisper psu with fan control, and a thermaltake volcano 2. The cpu fan is a majority of hte problem.

From the sound of it the alpha 8045 coupled with a papst fan is the best solution. the papst I was looking at is speced at 12dba and 19.5cfm.

My question is, is this enough air flow? Will my athlon overheat?
 
are you using volcano 2 with it's stock fan? if so, that is not loud at all. If you want it any quieter, you're going to need to spend some money on a really good heatsink and buy a quiet fan.
 
The Thermaltake fan on Volcanos is incredibly loud compared to my Tiasol Copper Bottomed heatsink with stock fan. The stock fan pushes a high CMF and is pretty damn quiet... put it this way, with my usual setup (7 volts on the heatsink fan, 7 volts on a blowhole fan right above it) it keeps me idling around 39 c up to 44 on load. I can hear my CDROMs spin up. I would be able to hear my HDD but it's in the back of the case.
 
I just decided to go with the alpha 8045/ papst 8412NGL combo. Anand had this to say about the papst:

The Papst fan we received for testing was a 8412NGL unit, which is the quietest Papst 80mm fan.Thanks to its Sintec PTFE sleeve bearing, it is extremely quiet. Another "speciality" of Papst fans is that, in order to prevent vibrations, they are exactly balanced, thanks to tiny metal weights sticked into little slots around the fan motor - as you can see on the picture on the right, the weights are marked with red circles.

With this Papst fan, the PAL8045 a good choice for a super-quiet, high performance PC. It is even quieter than the Silverado in quietest mode, while providing better cooling performance. Still, we don't recommend the Alpha/Papst combination for overclocking, but it does provide enough cooling even for the most power-hungry non-overclocked Socket A CPU, the Athlon 1.4GHz.

From what I can tell, fans on the Volcano 2 are not very consistent. I would rate mine as "moderately noisy".

I've been looking, but find it hard to justify an Alpha 8045 with a quiet Sunon fan for $80CAN. I cannot find good quality Papst fans in Canada. I've been wondering about the TT Volcano 7, but they're not out yet, and I'm sure their consistency has yet to improve.
