Thousands of little rust dots on a car...

I was lookin closely at my dads car and all over theres these tiny little dots of what i think is rust...how long before rust eats up the car?

Is the car rusting, or was it parked in a bad spot... say near some sandblasting? I worked on a boat this spring, it was moored near a bridge that was being painted... was a hell of a mess. I cleaned it up with acid..
