thoughts on why motherboard was bad

Purchased and recieved a combo from monarch the 26th of Nov. and fought it for several days trying to get it to post. Did the usually, reset cmos, video card, ram, jumpstarted psu and had no luck. Finally, the 12th of Dec I rma'd back and they sent me a new one and fired it up last night and was good from the gitgo. My question is this, is it really possible for the first mobo they sent me to go bad "during shippping"? Don't they have to get it to post before they ship it out? Yea, I could have monarch answer the same question but I don't want to hear the answer from them. The first motherboard had no physical damage to the box to make me thing it was damaged.
