I just purchased a delta fan and apparently they only implement partial PWM control
Delta 120 x 25mm High Speed PWM Fan - 113.11 CFM (AFC1212D)
looks like 1377RPM is the lowest you can possibly spin it
any PWM values below 28 just turn it off completely
any PWM value above 200 doesn't increase rpm
just for reference here is an Akasa 140mm x 25mm Viper PWM Fan w/ Hydro Dynamic Bearings (AK-FN063)
This one offers a full range
Kinda disappointed by this, Delta has always been top notch in the past.
