I don't know a whole lot about good quality/performance C2D MB's to make a good decision, and the refurb 7900GT is questionable.

He will be using it mainly for Adobe's video editing/creating, Photoshop, and to play some games. Staying under $1,400 is a must since he still has to get an LCD monitor... suggestions on that would be good too. I was thinking something around $200, but I know almost nothing about that market.

Your thoughts?

Really? I would think the extra cache would give it some help in the encoding/decoding arena.

The 6400 is $105 cheaper ... it is a possibility!
About a 33% lower price for ~10% lower preformance
 
get a hd that costs around $100
get a bit cheaper psu
get alot cheaper motherboard
get alot cheaper cpu

now get an lcd worth alot more than $200, get something that is good, really good, but mostly something really big

for video editing and photoshopping you spend alot of time just looking at the screen, so the screen should be your number 1 focus, the rest should be secondary

Yeah, as value for money goes it's a no brainer, then again that logic brings us to all buy semperons. The cache and the clock speed help but if you have to sacrifice anything then that's where.
