I just pulled it off Wikipedia using FireFox. I'll get a different link in a few.

SVG is a scalable vector graphics file.

Inkscape is an example of something that would read it.

Where on your body and how large? Depends on the tattoo shop, too. Around here it'd be anywhere from $75-$125 depending on size.

I wasn't being an ass, IE didn't open it, nor did Microsoft suggest anything to open it with.

Works fine in Vista and FF3.

doesn't work with IE.

I'd say from my limited knowledge you'd be looking at about $300, but tats are like anything, you can pay a wide range and get a range of quality.

Planning on putting it on my back left shoulder. Maybe 4 in squared, but that depends on the artist's rendition.

4" color in my experience would be around $200, give or take 50 depending on the artist. I've never seen anyone offer to pay X amount, the artist does that. Take a good quality print out to the artist and he'll be able to tell you the price/time.
