It is a supersonic test bed. Those modifications are following the whitcombe area rule for drag reduction. They need to do some local fairing but the work is promising.
 
That will buff right out.

1. Roll up the windows
2. Duct tape the doors to seal up the interior
3. Poke straw through taped up doors and door seal
4. Blow really hard.

That damage should pop right back out and then do as BoomerD said, buff it out. Make sure you use a 3 step process with compound, polish and and wax with a dual action polisher.
Sell the car for market price of a 2007 Corolla with 150K on the clock in the 2021 used car market - $37,995.95
