This is based on the fact that your eyes are constantly moving - if you intently stare at one point, the circles stop revolving.

A fun corollary is that if you hold your eyeballs (apply pressure at bottom outside corners through eyelid) to keep them from their rapid movement, your brain gets bored and your vision blacks out. :)

on another note, I posted this some time ago, and my thread was locked almost instantly. :)
