I have a two computer network.
One is DESK - winXP
the other FLOYD - winME notebook
DESK - connects directly to the net. This works just fine.
I have run network setup wizard on both. They both say they are working, but they won't talk to each other.
The built-in firewall is disabled
DESK will ping FLOYD, but won't ping localhost
FLOYD will ping localhost, but won't ping DESK

Ok you said one laptop connects directly to the net but you failed to mention how the other one is. Also you didnt mention anything on how the two laptops are connected to each other. More info would really help.

oops
The desktop "DESK" is connected directly to the net - satallite
the laptop "FLOYD" is connected through DESK by way of 10/100 ethernet card and a Linksys hub
DESK's ethernet adapter is on-board
have thought about disabling it and installing a PCI ethernet card...?

So you have satallite internet? You can't use a router to split this up so you are ok there. You should just be able to use ICS on the XP machine and use a crossover cable without the hub to let the win me computer connect to the internet.

I've had this working before, but I had to reinstall XP in order to make Norton/McAfee install properly.
I also have two more computers that I am planning to put on the network once the bugs are worked out.
