This mobo is screwy

The motherboard im using will not boot unless everything is perfet. I have it running, though iv spent countless hours screwing with it. it simply will not boot with certain configurations.

though this is the one that i do not understand

weather i even put any hard drive on it at all, this mobo will NOT boot unless i have a ribbon cable pluged into one of the ports and NOTHING pluged into the other end of hte ribbon cable. it will not boot. if i put a drive on the cable it will not boot.

to my meger knoledge, a ribbon cable is just a straight through cable? if so, why is this effecting the motherboard?

the most i can think of is that it has somethign to do with the level of electricitity in the board and having the extra circutry of the cable effecting it. i could be wrong, but i believe it does not matter which ide port i plug the empty ribbon into. (its working, im not taking it appart to find out.)
