I was going to say that the owner has no one to blame but himself; i.e. I'd bet those two cars are owned by the same person.

...but I think the oil is actually coming from the latemodel car in front on it. Running onto the hood and blowing back over the roof. Dunno what kind of car that is...looks like a Chrysler product of some sort.
 
Pretty sure that's a Jeep Grand Cherokee grill, and if the oil was coming from it, I'd think the oil lines on the red car would be mostly horizontal instead of vertical.
 
that's a 55-57 thunderbird on the bottom, and the oil is certainly coming from the environmental disaster known as an early 60's caddy coupe de ville.
