He did and earlier he said something like “I want to make America the leader in cryptocurrency” however that’s done I do not know.
Easy, just get big government involved with crypto. It seems like that is what they are wanting here.

If you held a gun to the head of the only person or thing that means shit to Donald Trump--Donald trump--and asked him to describe "cryptocurrency" in a sentence, he'd fail miserably. He has absolutely no idea what it is. That hasn't stopped him from recognizing a way to scam people.

To be fair, the list of things you could replace "cryptocurrency" with in that sentence and still have it remain true is long enough to reach the nearest habitable planet (H/T to the Fermi Paradox thread).
