That tells us nothing about the kid. My wife is a teacher, and she has a lot special ed kids. Special Ed is a generic term used to cover a wide range of cases.

Like it was stated earlier, special ed refers to a lot of things. Could be mentally impaired, learning impaired (i.e. ADD/ADHD/Learning disability/Behavioral problem), or even "high-risk" for gang relation.
