I have a hard time believing it as well. Wouldn't they have more success just getting you while you are initially getting in the car?


They'll put it on the passenger side or too far for you to reach from the driver side. The goal is that you would have already unlocked the car and started it and that you leave the car running for the time that you get out and walk around to get the bill. They can just jump in the car quickly and drive off without even having contact with you.
