Originally I had posted this as a question, but now I found the answer. I will leave my original post below, though.

Right click only the CS:S icon and click properties. At the end of "Target" type -dxlevel 80. Then start it up. Let me know if this works for you guys too.

Ok, so last night I preloaded the Day of Defeat: Source files. I can't remember if I played after that. Then I went to play CS:S today, and I had to download the update. I got it, tried to join a server, got some error message about keeping terr.mdl the same as everyone else, tried to join a different server, and it closed the game. So I started it up again and this time I got in to a server. Everything was very slow frame rate, but I noticed that everything looked different. It looked REALLY good. So I went to video options, and now I have a thing for HDR. It was set to "Full HDR on maps that can use it" something like that. So I turned it completely off, and turned all of my settings to the lowest they go. Now it looked like crap, but I only had a little better framerate (nothing over 15fps probably).

I downloaded latest video drivers, didn't affect anything. Then I decided to check my CPU performance. I hit CTRL-ALT-DELETE and left task manager run and I went into CS:S. I played for a few minutes, then quit. I looked at the CPU graph, and the whole time I was playing, my CPU usage was at 100%. I don't overclock at all, so can someone tell me what's going on? It happens when I play CounterStrike: Source, Half-Life 2 Deathmatch, and I think Half-Life 2.
