Cincinnati Declares State of Emergency, Curfew

The mayor said the 8 p.m. EDT to 6 a.m. EDT curfew would begin on Thursday and last indefinitely. It would apply to everyone, except those who could prove they were going to work. He said it would also apply to worshipers who might have been planning to attend Good Friday and Easter vigil or sunrise services during the forbidden hours.

The chaos began following the shooting death last Saturday of Timothy Thomas, a 19-year-old sought on 14 misdemeanor arrest warrants. It was the 15th time a black crime suspect was killed by Cincinnati police since 1995 -- a period during which there were no police killings of white suspects.
Cincinnati has a population of more than 300,000, about 43 percent of which is black.
Investigators said officer Steve Roach, 26, chased Thomas into a dark alley in heavily black Over-the-Rhine neighborhood and fired one shot, striking him in the chest. The officer reportedly told investigators he thought the victim was reaching for a gun.
A police-cruiser videotape of the incident was released to television stations on Wednesday but revealed very little about what happened because it was taken from too far away.
I'm not sure from this information that this was racially motivated. Also, it's too bad that someone is dead, but this guy wasn't exactly a saint. There were 14 misdemeanor arrest warrants out for this guy.
edit: I should clarify my statement. It's not OK that this guy was killed, even if he wasn't a saint. He was unarmed and the police officer obviously made a huge mistake, but he was in a bad situation. He was in a dark alley, with his adrenaline pumping, and even a flash of reflected light from a watch or a ring could make the cop think that the guy had a gun. When cops are forced to make split second decisions, they will make some mistakes.
