Its a double negative.
"I'm assuming that NIETHER video has NOT been doctored."
Which makes it confusing to understand in english.

One negative is easier to understand...

or

IRL cars do about 220-230, but that's on ovals. F1 cars usually top out around 200-210 (depending on track, downforce, KERS, and DRS of course)
