TAMPA - People answering a knock on their door last night near 40th Street and Busch Boulevard were surprised to find a man masturbating, Tampa police say.

Police arrested 20-year-old David Lopez at 7:37 p.m. Sunday.

When the people opened their door, they saw Lopez standing three feet from them, masturbating and with his pants around his knees, a criminal arrest affidavit states. Two of the witnesses were minors.

Lopez, of 4121 E. Busch Blvd., Apt. 1501, was charged with lewd or lascivious exhibition.

He was taken to Orient Road Jail, and bail was set at $7,500.

He was either high or just mentally ill.
