They have a lot of electronic gear in them and other "cop stuff" that people would want to get their hands on.

With all of the "goodies" they have stuffed up in the trunk I thought it would be obvious

I have seen a cop speed into a Burger King though and pull out a shotgun from the trunk. I was kind of dazed, because the cop came out of nowhere and he needed a shotgun. I didn't stay around too long after that. I saw some other things in there...so Id really hope they have alarms.

When I steal a police car, they're usually open and have no alarms. Sometimes the ignition key is in there.
