I recently saw the new HP probooks with dual core SB. I think they would actually fit to be better than the T420 or the elitebook. 
I honestly don't really need a quad core. I will do browsing, media consuming and some light coding. Maybe it will involve a VM but still no real need for quad. I have a core 2 duo @work which is plenty.
The probooks pros are 1600x900 resolution compared to all low end thinkpads available here which have the crapy "HD" resolution. And spec wise compared to T420 the only difference is the CPU but for half the price, eg 1000$ instead of 2000$.
