Thinkpad Express Program

What is the difference between the thinkpad express program T40 laptops and the regular t40 laptops

There is a 300 dollar difference between the Thinkpad 237392U T40 and the ThinkPad 2379D5U T40 (IBM Think Express Program)

The only differece I could find is the the express models do not qualify for the free on-the-go bundle.
Are there any other differences?
Is there any place on their website where why explain what the express program is?
