1. what is a better idea get a water cooling case or a internal or a external kit?
2. What case/Internal/external kits would you reccomend?
3. If i do everything correctly, how safe am i from wash out?
4. is algae a problem?
5. can i run my video and my CPU on the same waterblock without temp increase?

1: DIY kits perform the best, pre-specced kits are ok, I don't know much about pre-installed water cooling cases.
2: I recommend the Antec Fileserver series of cases, 1030 etc. They have lots of room for modding. I squeezed a ehiem 1250 pump in below the 3.5inch bay area, supercube radiator (dangerden custom, roughly 4x4inches by 6 inches long with a sunon 120x38mm on the end near the psu) into the top 3 5.25inch bays and had plenty of room for fans and the 1/2 inch silicon water line. The steel is kind of tough to cut but its very sturdy. All told, with case, water cooling setup, and enermax psu, my case alon weighs about 40 - 50 lbs which is the only downside imo.
3: "If you do everything correctly" you are 100% safe from a "wash out" though leaks are another issue. Use some silicon goop around joints to alleviate this and make sure the tube clamps are all installed correctly and tight.
4: I don't know much about algae. I imiagine a little water wetter will pretty much eliminate the chance for life in your water.
5: More heat sources = more heat so having both blocks inline will increase temps. how much is dependant on your setup. You could do a dual radiator setup, have one after the cpu and one after the gpu, that might help.

dual radiators is great but, a little more costly. if you don't have much in the way of overvolting on the gpu then running them inline shouldn't be too bad, once again depending on the ammount of overvolting you intend on doing on your cpu. If you are doing this for quietness and not overclockability then inline should be fine.

Oh, and algea is a problem but so is rusting out the copper but, there are a bunch of addititves you can pick from that will solve both problems. Anywhere that is selling watercooling should have atleast one additive you can get, they are not necessary but HIGHLY recommended.
