Thinking about setting up a Linux fileserver for college apt.

The computer ('server') I am wanting to setup is about a 533 MHz computer running 30 gig hd and 200 gig hd.

Any ideas on what the actual cost (in USD) will be for leaving this on 24/7 (monthly).

Thanks for help!

Probably less.
I had an AMD mobile Barton running 1333MHz @ 1.225v (IIRC), 9800 non-pro at stock speeds, 1GB DDR memory at 266MHz, 1x60 and 1x80GB HDD, 3 fans (2x80mm, 1x92mm all 7v modded) and it uses about 85w in idle/watching DivX vids (hooked up to a TV).

I expect a 533MHz PC will use less power than that.
