the guy to the armless guy's right is definitely doing butterfly.
However, you are correct about the guy to the left who's not doing butterfly but freestyle...with 1 arm (though he has 2) 😕

*edit*upon further inspection, the guy does have 2 arms but 1 seems to be disabled.
